Rebecca Kilps, Two Rivers teacher arrested for sexual relationship with a student

According to a criminal complaint, three sex assault charges have been filed against a former Two Rivers High School teacher who admitted to having sex with a pupil.

Rebecca Kilps has been charged with three counts of felony sexual assault on a student by school personnel.

A school social worker phoned a detective on May 23 after receiving information regarding a pupil having a relationship with a teacher.

The detective received a call on May 24 from Rebecca Kilps’ husband, who said he had suspicions and had checked his wife’s phone while she was sleeping. He discovered texts in which Rebecca and the victim were “talking about a future together and stating they love each other.” He went up to her and challenged her. She stated that it was a student and that they had been friends before saying “I love you” and “talking sexually.”

The 17-year-old victim told the investigator that things had “gone too far” and that things had “gone terrible.” He described how he began taking her Freshman Spanish class and continued to do so over the years. He began hanging out in her classroom after school during his junior year. They began exchanging private messages. Things “escalated” in March, he added, and “we talked more and said things we shouldn’t have.”

The victim said they had sex twice at Kilps’ home.

After that, the detectives spoke with Rebecca Kilps. In October of 2021, she recognized the victim “meant more to her than a student should,” but she kept it to herself, she added. According to the lawsuit, she acknowledged having intercourse with the victim twice during the interview. She claimed it occurred while her husband was away from home.

The former teacher told the detective that she hoped the victim’s connection with her spouse would cease after she graduated.

According to the complaint, “Rebecca stated that she was aware that sexual contact with [the victim] was forbidden given his age.”

The court set the bond at $10,000 at a court appearance on Wednesday. Kilps was released from detention when the money was posted. She is not allowed to have contact with anyone under the age of 18 or with the Two Rivers School District as part of her bond. She was compelled to hand over her passport and is no longer permitted to leave Wisconsin.

Kilps was placed on administrative leave as soon as the school learned of the allegations, according to Two Rivers Public School District Administrator Diane Johnson. Kilps has resigned from her employment as a district employee.

“The most important work of a school district is to protect the safety and well-being of our students. When an allegation of this nature is reported, we take prompt action to protect our students. There are no circumstances in which an inappropriate relationship is acceptable and the district will not tolerate conduct that adversely affects the safety and security of our students,” Johnson wrote in a press release.

Kilps is scheduled to appear in court on May 31.

Devon Hooper, a Canyon Lake teacher arrested in November for an inappropriate relationship with a 15-year-old student

On November 14, a former Canyon Lake High School teacher was detained on suspicion of having improper contact with a 15-year-old pupil.

According to court records, 38-year-old Devon Hooper was charged with improper relationship between educator and student and lodged in Comal County Jail before being released the same day.

Detectives with the Comal County Sheriff’s Office became aware of the accusations in October as a result of a police report from the victim’s parents.

According to reports, Hooper for at least a month sent the victim obscene messages and photos.

According to a criminal complaint, “there were several mentions of sexual actions, meeting outside of school, and touching.” Hooper allegedly gave the victim pictures of herself in her underwear as well.

According to reports, Hooper also taught the victim this year, as well as the year before.

Hooper resigned before being detained, according to Canyon Lake High School Principal Mark Oberholtzer, and the administration held off notifying parents of the charges until after the inquiry was over.

According to the criminal complaint, “Several texts viewed demonstrated that Devon was aware that her acts were prohibited and that she may be fired and even arrested for her actions with (the boy).”

Hooper allegedly admitted to the conversations and gave a statement to school officials in an effort to shed light on the relationship, according to Comal County Sheriff’s officers.

Hooper is wed to Brian Hooper another employee of Canyon Lake High School.

Emily Anderson, Canyon High School special education teacher pleads guilty after sexually assaulting a student in a class closet

After confessing to having sex with a pupil in a classroom closet, a special education inclusion support teacher pled guilty to charges of sexual assault of a minor and improper contact between an educator and student.

In August 2021, Emily Anderson, 35, was detained and accused of sexually assaulting a minor, a second-degree felony. In December 2021, she was detained once more and accused of having inappropriate contact between a teacher and a pupil.

Records show that Anderson acknowledged having intercourse with the victim at Canyon High School in New Braunfels in a closet in a biology class.

As part of her plea agreement, Anderson will now be compelled to register as a sex offender. Over the next ten years, she must additionally complete a total of 60 days in jail time while also being on probation.

In addition to getting a lifetime protective order preventing contact with the victim, Anderson has been ordered to pay a $2,000 fine and perform 500 hours of community service.

After Anderson admitted guilt, the judge in the case gave the victim’s mother the opportunity to speak.

The victim’s mother talked about “the pain she feels seeing her son suffer from depression and anxiety. She said that an ‘ideal punishment’ would be for Anderson to see her own children endure that pain.”

The mother initially contacted the New Braunfels police after discovering graphic texts on her son’s phone that were positively identified as coming from Anderson.

The texts contained information on a sexual encounter Anderson had with the victim in May of that year, according to the police affidavit from Anderson’s initial arrest in August 2021.

The mother testified in court, “When I saw those messages — when I went through that phone, my (instinct) was to go and get you out of that school and deal with you myself”

Anderson was placed on leave after her first arrest and Canyon High School Principal Dustin Davisson sent a letter to parents saying, “I know that it can be quite disturbing to learn that one of our teachers was charged with a crime such as this.”
