Justin Foley, Columbus Alternative High School science teacher arrested for taking up-skirt videos and photos of students resigns

The day after the city school district’s Board of Education unanimously voted to begin his termination process, the Columbus Alternative High School teacher who was arrested last month for collecting up-skirt films and images of female pupils resigned on Wednesday.

The Columbus City School Board decided on Tuesday night to officially begin the process of terminating Justin R. Foley’s employment with the system. The resolution said that Foley would be formally fired at the board meeting on October 18 and that the suspension without pay would take effect on Wednesday.

But on Wednesday afternoon, the district announced that Foley, 47, had resigned with effect from Monday, October 3.

“At this time, Mr. Foley is no longer an employee,” the district said in a release. “This brings his tenure with the District to a close and ensures that he will not return to any Columbus City Schools classroom.”

According to records from the Delaware County Common Pleas Court, Foley was detained on September 20 after confessing to having more than 5,000 photographs and 160 movies of child pornography on his phone and other electronic devices. A grand jury may eventually decide to consider further charges in addition to the one count of illegal use of a juvenile in nudity-oriented material.

Following a warning from the National Center for Missing and Exploited Children on August 16 about an online image being posted, Delaware police started looking into Foley. Investigators were able to link the photograph to Foley’s house in Delaware using an email address with the name “nastyboyreginald” and a person using the name “Reginald Punnett.”

On August 25, police received new information from Google that led to the discovery of nearly 5,000 pornographic photographs and 166 films that showed girls who looked to be between the ages of 12 and 16.

According to detectives, Foley acknowledged that he had been making up-skirt type movies while employed at Columbus Alternative High School for the last seven years, including as recently as the week before his arrest. Foley reportedly acknowledged filming in additional locations.

According to court documents, Foley had footage of “females of various ages in department stores around the Columbus region, downtown Columbus public spaces, close to Ohio Wesleyan University, downtown Delaware neighborhoods, and outside Conger Elementary School in Delaware.”

Foley, who had been employed by Columbus City Schools since 2013, was promptly fired following his arrest.

In addition, the district stated that it had filed a report of educator misconduct with the Ohio Department of Education and that it “will provide ongoing support to ODE in their efforts to address Mr. Foley’s licensure status and potential disciplinary action.”
