Shawn Miller, Westmont Elementary Music Teacher Arrested

Shawn Miller had been a music teacher at Westmont Hilltop Elementary School for decades until resigning in 2020 after being placed on administrative leave, according to police.

However, according to his arrest affidavit, the school and police investigated him 9 years prior.

He was detained yesterday for allegedly raping a 9-year-old student in 2015.

Shawn Miller was arrested Monday and placed into the Cambria County Jail on allegations of raping a nine-year-old student in his classroom in 2015.

According to his arrest affidavit, Upper Yoder Police have school records dating back to 2011 that show harassment and inappropriate touching of pupils.

According to his arrest affidavit, school records show that in 2011, then-Superintendent Dr. Susan Anderson received a memorandum of investigation from then-Assistant District Attorney Michael Carbonara regarding an inappropriate comment and touching incident that the Ada said met the level of a summary harassment charge, as well as other allegations that he kissed his hands and placed them on students.

According to authorities, the letter implies that Carbonara believed, “We should not charge Miller, not because he didn’t break the law, but because it reduces the offense.”

“It was suggested that something should have been done, whether it was firing or probation.”

Instead, according to internal school records discovered by police, Miller was required to view a training video, get a psych evaluation and counseling, and submit to a clinical polygraph, which he later claimed he never did.

Then, in 2015, a nine-year-old girl, who police said came forward to them this past February, claimed Miller had her remain after class for four days and gradually made moves on her, up to what she claims was a rape… He had asked her to keep quiet about or she wouldn’t get a solo part in the school’s music competition, according to investigators.

Internal school records show the victim’s parents alerted the school about it, according to police…

However, you make no mention of what, if any, actions were done.

Miller was placed on administrative leave in December 2019, according to police. Miller was notified about 20-30 touching accusations at an investigatory meeting a month later, according to police.

According to the transcripts of the meeting, he could not explain why he continued to engage in actions that he had been told to stop multiple times by school administration and resigned.

His leaving was dubbed a “retirement” in school board minutes.

However, authorities say they aren’t through investigating because of his previous actions.

“This inquiry is still ongoing; I’ve had reports of more witnesses wanting to come forward.” See if we can provide justice to everyone. There were whispers in the Sandusky and Barto cases, but once the initial set of charges were released, additional victims came forward and told their stories because they felt they hadn’t been heard previously, and the quiet victims thought it was time to speak up.”

Miller is still being held in the Cambria County Jail on a bail of $250,000.

Superintendent Tom Mitchell wrote a letter to parents.

“The Westmont Hilltop School District is cooperating with the local law enforcement and county agencies regarding an ongoing investigation into the alleged actions of a former teacher. Presently, we are focused on supporting our students and assisting the law enforcement agencies with their investigation to best protect our students. We can assure parents that we communicate all reported incidents of inappropriate behavior to the appropriate agency for investigation.”
